Systems and Components We fully support the industry cormants prepared by NUMARC, which are cont.ained in Mr. Joe F. Colvin's (NUMARC) J n 26, 1989 letter to Mr. Samuel J. Chilk (NRC). We are concerned with frr..tdulent, counterfeit or substandard components being used in nucicar power plants. The potential for fraudulent or counterfeit components can be reduced through improvements to the ov uall procurement process used in the nuclear industry. Because of the significant industry efforts already underway to address procurement issues, we also believe that issuance of a rule or modifications to existing regulations would not be the most effective action at this time. We believe that the ongoin5 industry improvements should first be implemented and assessed.

We will fully implement all current and future industry initiatives, developed by the NUMARC Nuclear Plant Equipment Procurement Working Group and approved by the NUMARC Board of Directors. These initiatives will build upon the strengths of current procurement practices and ircprove the industry's capabilities to ensure that fraudulent, counterfeit or substandard products are not placed in service at nuclear power plants.
