CONFIRMATION OF RESPONSE TO HRC BULLETIN 88-10 AND SUPPLEMENT 1 TO BULLETIN 88-10, QUAD CITIES, UNITS 1 AND 2 (TAC NOS. 71342, 71343 AND 75319)

By letters dated April 4 July 7 and September 13, 1989, you responded to Bulletin 88-10. As a result of Supplement I to Eu11etin 88-10, corrections to your submittals' were required and were forwarded by letter dated November 9, 1989. -In your response you confirmed that activities required to address the issue of substandard molded case circuit breakers discussed in Bulletin 88-10 will be performed on an acceptable schedule.- A detailed technical review of your responses has not been performed; however, the crea may be

-subject to inspection at a later date.

By!1etters ' dated November 20 and Novettber 29, 1989, you requested concurrence to deviate frone Action 7 of the Bulletin for four molded-case circuit breakers on Quad Cities, Unit 1. Enclosed is our Safety Evaluation which approves the use of replacement breakers until fully qualified breakers can be installed.

We presently consider the licensing action complete for Bulletin 88-10. If subsequent inspections identify deficiencies in your actions and responses, this issue will be reopened.
