License Amendment to Extend the Expiration Date

  • Review the Idaho Spent Fuel Facility (ISFF) Safety Analysis Report (FSAR), programs, and environmental report for time-sensitive information
  • Evaluate the condition of the material to be stored to ensure its still bounded by the application
  • License Amendment Request (LAR) would request license expiration extension with technical and regulatory basis explained
  • LAR package would include proposed changes, if necessary, to:

- ISFF FSAR

- Environmental Report

License Amendment to Extend the Expiration Date

  • §72.42 timely renewal provision not applicable
  • DOE intends to extend the initial license term from 20 to 40 years, re-setting the initial license expiration date to 11/30/2044
  • Because neither the facility nor any Part 72 important-to-safety components exist, a license amendment to extend the license term is necessary, a license renewal is not.

Facility Description

  • Idaho Spent Fuel Facility is an ISFSI designed to store material already at the Idaho National Laboratory under DOE control:

- Peach Bottom Unit 1 spent fuel (~1600 elements)

- Training, Research, Isotopes, General Atomics (TRIGA) spent fuel

(~1600 elements)

- Shippingport spent fuel (~2,970 rods)

  • Facility operating concept is:

- Receive the material in the cask receipt area

- Perform remote-manual, dry repackaging of the material into new welded Idaho Standard Canisters

- Transfer the Idaho Standard Canisters to individual storage tubes located in the storage vault area

- Storage tubes are closed with bolted lids having dual metallic seals Idaho Cleanup Project 6
