At the exit meeting for NRC inspection 89-05, LP&L personnel committed to clarifying an apparent misunderstanding of the normal and emergency use of the containment sump level instrumentation.

LP&L' stated at the enforcement conference held on October 4, 1988 and in the detailed writeup forwarded to the NRC staff by reference (2), that the  !

safety related function of these transmitters was not being rescinded.

Attachment I was used at the conference to show the relative elevations of the containment and the safety injection sump level transmitters. As indicated, the flood level in the containment would be in the range of the safety injection sump level instrumentation (SI-1LT-7145A(B)) by the time the containment sump level transmitters (SP-ILT-6705A(B)) become submerged.

The containment sump level instrumentation in normal plant operations is used in conjunction with a weir flow monitor as one of the Reactor Coolant System (RCS) leakage detection systems required by Technical Specification 3.4.5.1. It is also used to monitor containment sump inventory for surveillance requirement 4.4.5.2.lc. Additionally, this instrumentation 8905030617 890428

These instruments are also used by operations personnel in Off-Normal and Emergency operating procedures for event diagnostics and for monitoring rising containment' water level in the ear: stages of a major ,

s The above information should clarify the normal and emergency use of the containment sump level instrumentation and provide a basis for correcting the statement in reference 1 which indicated that they are not used in these plabt conditions.
