1. If the lung burden is 10 to 10 nC1 plus 3 nCi of Am 241, as deternined by LASL, .;nd not 50 nCi as previously indicated by the University of Pittsburgh,  !

the significance of this event nay be less than warranted for an AD, and i the event could be reported as an Appendix C item. It is unfortunate to be l reporting on an event six nonths later and still have such a large degree of uncertainty.  ;

2. Regardless whether this event is determined to be an A0, the actions taken to prevent recurrence should be specific with regard to hRC actions involving notification and requested corrective actions of the other licensees having similar operations. The fact that the staff is considerinq recomending that this event be reported as an A0 indicates the significance (in general, AO's l involve only approximately 1/2 of 1% of all reportable operating eveats) and, i thus, it should follow that counensurate action is indicated to prevent sini- ,

lar events from occurring in other facilities. In this case, it would seen i appropriate that correctivo action include audible continuous air nonitors  :

in operations involving Pu glove boxes. We continue to believe that the A0 i determination and report to Congress are not just a reporting ncchanism, but represent an important systen for the identification, analysis, feedb_ack,

and identification of corrective action to. regulatory activitics and to other potentially affectFITcunsees for events with potential serious consequences on public health add safety.

Thus, we believe that recomended A0 determinations should also cover the '

actions the staff has taken or will take to prevent similar events from occurring in other facilities.

We believe that this proposed A0 report should be strengthened and made specific in this regard.
