MILLSTONE NUCLEAR STATION, LNIT NO. 3 INSERVICE TESTING (IST)

PROGRAM FOR FUMPS AND VALVES (TAC NO. 653?6)

The Code of Federal Regulations, paragraph 10 CFR 50.55a(g), requires certain Class 1, 2 and 3 pumps and valves in water-cooled ruclear reactor facilities to ineet the inservice testing requirements stated in the ASME Boiler and Pressure Vessel Code Section XI; specifically, Subsection IWP Inservice Testing of rumps in Nuclear Power Plants, and Subsection IWV, Inservice Testing of Valves in Nuc1 car Pcwer Plants. Each facility is required to establish a program for the inservice testing of purps and valves which is updated every ten years to meet the requirements in the latest approved edition and addenda to Section XI of the ASME Code. The program is sutritted to the NRC for review and approval. The review entails verifying that the program is based en the applicable Code edition ard addenda, verifyirs that the program covers testirg of all appropriate pumps and valves, and verifying the acceptability cf the requests for relief frcm the requiracnts of Subsections IWP and IWY.

By letter dated October 1,1985, Northeast Nuclear Energy Company (NNECO) sutoitted the Inservice Testing Program, Revision 0. In cur Safety Evaluation Report (SER),!!ER4.Section3.9.6,westatedcurreviewwasretcorpleteand granted the relief that NNECO had requested for a period no lenger than 2 years from the date of issue of the operating license or until cur review has been ccepleted, whichever comes first. We also stated that if our review results in additional testing requirements, UNECO will be required to comply with them at that titre.

As our revice progressed NNECO has provided supplemental inferrration by letters dated June 25, 1985 July 10, 1987, and September 2, 1987. By letter dated, Cctober 7,1987, NNEC0 provided revision 2 of the IST program, for the first 10 year interval from April 24, 1986 to April 26, 1996.

2 The staff, with technical assistance from EGAG Idaho, Inc. (EG&G), has reviewed and evaluated the IST program and requests for relief sutnitted for Millstone 3. The staff adopts the evaluettens and conclusions contained in theTechnicalEvaluationReport(TER)preparedbyEGAG. The enclosed SER incorporates the TER and its findings. Ve have granted relief from the testing requirements which we have detemined to be impractical to perfom, would not cceprcnise the safety of the facility, and where the testing, if irplemented, would result in hardships or unusual difficulties without a conpensating increase in the level cf quality and safety. One requested deferred test during cold shutdown has been denied where preposed alternative testing is unacceptable. We have determined that the IST program is acceptable for irplementation as defined in the attached SER.

We have detemined pursuant to 10 CFR Part 50.55a(0)(6)(1), that the granting of this relief is authorized by law and will not e~ndanger life or property or the cerron defense and security and is otherwise in the public interest. In malir.g this deterrination, we have given due consideration to the burden that could result if these requirerents were imposed on the facility.

The licensee is required to contply with the IST program defined alcve in accordance with the relief granted in the encioned SER. Program changes such as revisions et additional relief requests or deletten of any conperents from the IST program should be submitted fer staff review but may not be implemented prior to review and approval by the NRC.

The ene deficiency in the IST progran concerns the auxiliary f~eedwater check valves and is discussed in Appendix C of the TER. NNECO shall either correct the deficiercy in accordance with IWY-3522(a) or provide NPC with appropricte relief requests or su? porting bases. This correction should be made within S0 days of receipts of this letter.
