INSERVICE TESTING RELIEF REQUEST (TAC NO. 65326).
l By letter dated January 15, 1988, we approved the Inservice Testing (IST) program for Millstone Unit 3.
In Appendix C to our January 15, 1988 letter, we noted that certain check valves associated with the auxiliary feedwater system should have their reverse flow closure verified in accordance with IWV-3522(a) unless relief is requested and approved by the NRC. By letter dated April 20, 1988, you requested the subject relief from the ASME Code requirements. The April 20, 1988 letter was superseded by your letter of August 25, 1988..
Based on the review summarized in the enclosed Safety Evaluation (SE), the staff concludes that the relief granted and alternate inspection imposed through this document give reasonable assurance that the continued valve operability intended by the Code will be satisfied.
In this regard, NNECO has provided acceptable information concerning the proposed alternate inspection as required by 10 CFR 50.55a(a)(3).
In selecting the valve inspection sample, it should be noted.that it is our position that the sample
.contains at least one valve of each design and service condition.
Additionally, there is reasonable assurance that the health and safety of the public will not be endangered'by(o eration in the proposed manner.in accordance with Therefore, granted. The relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon NNECO that could result if. the requirements were imposed on the facility.
