Inspection Report No. 70-1100/87-01 A routine, unannounced inspection was conducted on April 13-16, 1987 by Ms. Jean Cioffi and Mr. Robert Loesch of the Combustion Engineering Nuclear Manufacturing building and the Nuclear Laboratories used under Special Nuclear Materials License No.1067. Areas inspected included the implementation of radiological controls with respect to operations in the plant and laburatories, effluent and environmental monitoring, and transportation activities. The details of the inspection appear in the enclosed inspection report.

Our inspector noted that program weaknesses brought to your attention during previous inspections remained uncorrected. These weaknesses involved the lack of certain radiological protection procedures and-radiological protec-tion instrument calibration problems which were previously identified in NRC Inspection Reports No. 70-1100/85-01 and 70-1100/86-03, respectively. We are concerned with the lack of management attention and action in resolving these previously identified radiological control weaknesses.

Within the scope of this review, five apparent violations were identified.

Details of the violations are provided in the enclosed Appendix A. You are required to respond to these findings by following the instructions included in Appendix A.

The responses directed by this letter and the accompanying Notice are not subject to the clearance procedures of the Office of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.
