This letter responds to your letter of February 20, 1987. The Chairman has referred your technical concerns to the Comission's Staff to determine if you have raised new or different issues not previously considered in response to your earlier requests. The Staff will make an appropriate response when it has finished its review.

Attached to your February 20 letter is a November 10, 1986 letter which requests an appearance before the full Comission. However, the Commission's records indicate that you have submitted numerous papers and proposals to the Staff and that you have already appeared before the Advisory Comittee on Reactor Safeguards (ACRS) on at least three occasions: March 15, 1984 before the full ACRS, and on June 12, 1984 and June 4,1985 before Regulatory Activities Subcomittee of the ACRS.

Your letter fails to detail any information that you would present to the Comission that you have not already presented to the Staff or the ACRS. If you have new or additional information, please submit it to the Staff through normal channels for its review or for referral to the ACRS.

In view of the lawsuits between yourself and the Comission, the Office of the General Counsel has advised Comission employees not to accept telephone calls from you but to respond only to written comunications until further notice. All further communication with the Office of the General Counsel should either be in writing by yourself or be through your attorney, under the Rule 4.3 of the ABA Model Rules of Professional Conduct (August, 1984) and Ethical Consideration EC 7-18 and Disciplinary Rule DR 7-104(A)(1) of the ABA Model Code of Professional Responsibility (February 1980).

This letter concludes current action on your letter of February 20, 1987.
