ILLINOIS INSTITUTE OF TECHNOLOGY Lewis College of Science and Letters Department of Mathematics November 24, 1986 W
The Honorabic Lando Zech, Chairman US Nuclear Regulatory Commission Washington, DC 20555 Honorable Sir:
I wrote to you in early November, 1986. With regret, I must remark that I have not received a technical answer.
I an enclosing a newly discovered description of the fraudulent Zion Leak Rate Computer program. It contains an i
option, contrary to Appendix J to 10 CFR, for a fraudulent substitution of the real data by something else.
A number of deficient and fraudulent tests (Zion) have l
been conducted on an exemption basis.
Fraudulent computer programs were extensively used in violation of Appendix J to 10 CFR, Part 50 (LaSalle, Byron, Zion).
D A relief has been granted to the citizens of Illinois in the form of a cold shutdown of the Zion Plant n
for repair and om retesting of its containment system in 1984 However, the o@
test 88@
of 1984 was conducted with severe violations of Appendix J to 10 CFR. The same fraudulent gg apparently was used.

1 Should the number of sensors in a subvolume become equal to zero, the temperature or dewpoint of next higher number subvolume will be used for the temperature or dewpoint of that subvolume.

For the 8th subvolume the.4+t subvolume temperature c-h;&,1-will be uied. The actual v Eume weighting factors will not be changed.
