Dear Mr. Walker:

This letter is submitted pursuant to the provisions of 10CFR2.201 in response to your letter of October 7,1986.

In order to correct Violation D as addressed in your letter, the University of Virginia Reactor Standard Operating Procedures will be amended to add the following paragraph in Section 10.8:

" Shipments made from the Facility containing greater than a Type A quantity of radioactive material, or containing fissile material, shall be performed according to procedures or instructions specifically approved for such shipment by the Reactor Safety Committee. The procedures or instructions for this purpose shall be adequate to insure compliance with applicable Department of Transportation Regulations."

This amendment will be submitted to the UVa Reactor Safety Committee who must approve any changes to the Standard Operating Procedures. The Committee next meets on November 11, and will vote on the change at that time. If the Committee fails to approve the change as worded above, you will be notified of their action. No shipments of fissile material or greater than Type A quantities will be shipped from the Reactor Facility before November 11.
