Attn: Mr. Cecil 0. Thomas Re: Cancellation of the Conversion Proposal for the University of Virginia's 100 W CAVALIER REACTOR, Facility bicense R-123, Docket No. 50-396

Dear Sir,

The management of the University of Virginia Reactor Facility reached a decision on February 27, 1987 to prepare and submit to the NRC within the next several months a dismantlement plan for the CAVALIER reactor. This decision effectively cancels prior intentions and plans for the conversion of this reactor to LEU. Therefore, we trust that you will agree with us that a submittal of a written conversion proposal, as required by the final NRC rule in 10 CFR Part 50, entitled " Limiting the Use of Highly Enriched Uranium in Domestically Licensed Research and Test Reactors" (as published in the Federal Register, Vol. 51, No. 37, Tuesday, February 25, 1986), is no longer necessary.

A written conversion plan with a tentative schedule will be submitted under separate cover for the University of Virginia's 2 MW UVAR react.or (facility license No. R-66, Docket No. 50-62).
