Dear Mr. Thomas:

We were pleased to receive NRC approval fer the University of Virginia Nuclear Reactor Facility Emergency Plan on October 3, 1984 (Docket No. 50-62/396]. As requested, we began immediate implementation of the approved plan.

At this time we are requesting that the original deadline for complete implementation set at 120 days from October 3, 1984 be extended by an additional 60 days. Although a great deal of effort has been devoted to the drafting of 22 implementation procedures by our small staff, with satisfactory progress having been made during the past two months, the Reactor Safety Committee members will not be able to meet the required number of times to evaluate and approve these procedures due to the approaching holiday season and school semester interlude. We understand that full implementation is possible only with the approval of all these lengthly procedures by the University of Virginia Reactor Safety Committee.

If you should have questions regarding our request, I can be reached at (804)924-7136. Rest assured that all ettempts are being and will be made to attain full compliance within the shortest period of time. You will be notified by letter of the date on which complete compliance is achieved.

You r ly, f
