Reactor Facility's management,. specific to theLNRC, Notice-of

Violations, which are submitted under oath.

As requested'in the October 26, 1987, NRC cover letter, I am addressing in'this

~

1etter only- _ the' managment control aspects of ' Reactor Facility.

! operations.

It-was, unfortunately, not possible f or me to person' ally attend the Enforcement Conference of August 13, 1987..

However, Associate Dean Lowry represented ' the Dean's Office on that occasion,- and therefore I was kept current on the case.

-Naturally, I share the Commission's concern about the safe q

operation of the Reactor Facil i ty, and have' sought input from other parties who have an insight into the management of the Fa c il i ty.

The evaluation of management made by the Reactor Safety Committee affirms in clear terms that the Reactor Director does have' appropriate authority and control over experiments, and that l

the Department Chairman has supported the Director's authority and fulfilled his overall responsibilities.

A copy of the Reactor' Safety' Committee report is enclosed.

Furthermore, I
