Dear Mr. Adams:

We have nearly completed gathering all the information related to the September 19,1996 NRC 3

request for additional information regarding U.Va.'s proposed TS amendment of May 28,1996.

Specifically, we have quantified the amount by which a UVAR core would be subcritical with six fuel elements loaded under the most reactivity-wise "unfavoratie" configuration. This was done by modeling such assemblies on the UVAR gridplate and performing computations. However, the staff is still evaluating the impact of not including the effect of samarium on determinations of shutdown margin and excess reactivity. This particular analysis is taking far longer than expected.

Keeping in mind that submittals of this naturt uust be reviewed and approved by our reactor

. safety committee, we are hereby requesting a second 30 day extension to the reply deadline.

4 Thus, the final deadline would be December 19,1996.
