As reqeired by our Technical Specifications, Section 6.6.3, Paragraph (1), we reported a significant change in our facility organization at Level 1 on February 21, 1989. As indicated , ef fective August 1, 1988, Dr. Winfred M.

Phillips is the Dean of the University of Florida College of Engineering, replacing the outgoing Dean of the College, Dr. Wayne Chen. The Dean of the College of Engineering at the University of Florida. holds line responsibility for Level 1 administration of the University of Florida Training Reactor above the Chairman of the Nuclear Engineering Sciences Department, which is the first sublevel of Level 1 leading eventually to the President, who is the individual responsible for the UFTR f acility licensing charter and site adminis t ration.

It was thought that this change had been reported previously within the required 30 day period; however, an audit of these records has failed to produce the record of submittal. As reported by telephone to Mr. Herbert

> Caroll and following telecopy on 21 February 1989, the Reactor Safety Review Subcommittee (RSRS) reviewed this apparent oversight, and concluded it was a potential violation of Tech Specs Section 6.6.3(1) requiring notification within 30 days and instructed NRC notification per Section 6.6.2(3)(g) of the UFTR Tech Specs.

Though apparently delayed due to oversight, this change was .also reported as part of the UFTR Annual Report submitted with a letter dated November 30, 1988,~though not specifically highlighted in that report. . Since there ate . 4 several individuals. involved in Level 1- administration of- the UFTR, this delayed notice calling: out the change is not considered to involve any significant administrative oversights.' Dr. Phillips has been well involved in the f acility, administration since assuming the role of Dean of the College of Engineering, having taken a detailed tour of the fscility soon after his arrival and having received a- copy of the ann". report which was' read and responded to in some detail. . Our safety review subcommittee has discussed-this event and agrees.with-the above' evaluation.

To assure that-such oversights do not recur, management personnel and the RSRS-have been reminded via this letter of the need for timely notification'of significant changes:in. UFTR administrator at Levels 1, 2,' and 3 A copy of this letter is also being included in the f acility required reading -file to assure the requirement is not overlooked in the future.
