Ernst Acting Regional Mainistrator, Region II Re t University of Florida Training Reactor Facility License : R-56, Docket No. 50-83 As per telephone call of 14 November 1988, relative to perfor-mance of a reactor startup without performing a daily checkout or blade interlock check within the required time interval pursuant to UTTR SOP-A.2, "Reactor Startup," the F_tecutive Committee of the Reactor Safety Review Subcommittee (RSRS) has reviewed and concluded potential violation of Tech Specs, Section 6.3 pertain-ing to the requirement that the facility be operated in accord-ance with written procedures. The RSRS has instructed NRC notifi-cation as per Section 6.6.2 of the UFTR Tech Specs and approved restart following the performance of retraining on the applicable S0P section for reactor operators.
