As requested in your letter dated April 17, 1987, we have

reviewed the schedule that accompdni'ed our Proposal For Schedul-ing UPTR Conversion From HEU,to LEU submitted by: letter dated March 26,1987 in compliance ~with the requirements of 10 CFR 50.64 ( c) ( 2).; Although we consider our original schedule realistic

,e allowing for possible~ delaya in generating quality data for docu-ments.to be; submitted with the Applit ation to Convert, we have tried to improve it byfshortening it whileroting three key

points. Fireit, since we, will be confidering two different fuels (silicide' and sport) for the first six months or so of the sched-ule, the 'schedul'e is :necessarily longer for the UFTR by, this amount. secord, we plan to perform essentially all analytical '

work in-house' to assure bettei facilitiy atafY management knou-ledge of the'~ conversion effo'rt. Third, the UFTR facility is a small but rea'sonably busy facil' ty without a great deal of extra i

Keeping the above points in mind, we have improved (short,
