Dear Sir:

First, as required by our Technical Specifications, Section 6.6.3, Paragraph (1), we are reporting a significant change in our facility organization at Level 3 which is the level responsible for the.

day-to-day operation of the University of Florida Training Reactor.

Mr. Douglas Simpkins has been the Acting Reactor Manager since August 10, 1992 and has been employed nearly 3 years and licensed as a Senior Reactor Operator since October,1991 at our facility. Ile has now been appointed to a permanent full-time position as Reactor Manager effective July 1,1993. Mr.- Simpkins also has six years of Nuclear Navy experience and has now earned his bachelor's degree at the University of Florida. Since Mr. Simpkins is now a full-time employee, this appointment is considered permanent. Nevertheless, Mr.

I Simpkins will likely pursue a Masters Degree or second Bachelor's Degree part-time while employed.

Second, UFTR Technical Specifications Section 6.6.3, Paragraph (1), require ' reporting only

significant changes in the UFTR facility organization involving Level 1, 2, or 3 personnel responsible for the management and operation of the reactor facility. Though not directly part -

of the UFTR facility organization, we are making this report of a significant change in the campus radiation control function that interacts with Level 1 to facilitate communications with the Commission.

Effective in mid-June, Mr. Joseph Barron has been appointed to replace Dr. Philip Achey as the i

new Chairman of the University Radiation Control Committee (URCC) for the University of Florida. Though not considered to be required to be reported within 30 days as for significant 05000C po(s 93o8060149 93073o W

UI TR organization changes per Tech Spec 6.3.3, Paragraph (1), nevenheless this change is _

i reported for information purposes per previous recommendations from Region II.

Although the URCC Chairman is not directly part of the organization responsible for the management and operation of the UFTR, the UFTR Organization Chart (Figure 6.1 in Tech Specs) shows the URCC Chairman at a level interacting with Level 1, receiving input from Level 2 (Reactor Safety Review Subcommittee of the URCC) as well as giving input to RSRS and to the Radiation Control Officer who is at Ixvel 3 in the area of Radiation Control and Protection on the University campus.

If further information is needed, please advise.
