Dear Sir:
The enclosed package contains Revision 11 of the Physical Security Plan (PSP) for tae University of Florida Training Reactor. Only one paragraph of Section 11 is involved.
The change involves only Section 11 on Page 11-1. The effect of the change is to allow j
authorized individuals granted unescorted access to the Security Area to leave their badges in the Controlled Access Area without wearing them during normal working hours. Only a few i
persons (all well-known to each other) have unescorted access to the Security Area which is small enough that the advantage of having the badges readily available in the control room is preferred to avoid accidental removal of the badge from the facility necessitating a special trip to return tk hadge to its required storage area when not in use. The fact that there is only one normal access route to the Security Area which is past the storage location for the badges is a further point supponing leaving the badges in the storage location where they are readily accessible for identification purposes. The requirement to wear the badge for those accessing l
f the Security Area after normal working t.ours is retained as a recommendation, not a requirement, for the same reasons. This chan.se was verified as appropriate with NRC Inspector Orysia Masnyk of Regir>n II on September 24, 1993. Since this change does not reduce the l
effectiveness of the Plan, this change was implemented per 10 CFR 70.32(e) as of September j
14,1993 and has been approved by our Reactor Safety Review Subcommittee at its meeting on l
September 30,1993 and La been inserted into the Facility copies of the Security Plan.
