Re: License No. SOP-70030; Docket No. 55-70042 Please accept this letter as formal notification that Mr. Douglas Simpkins will no longer be performing licensed activities for our facility. This decision to give up License No. SOP-70030 is made with Mr. Simpkins' knowledp based upon his resignation as facility reactor manager effective the end of work on August 9,1996. Mr. Simpkins always performed his licensed duties in a capable and responsible manner. tIowever, for some time since becoming our reactor

manager, he was interested in going to medical school which he is now doing. We have appointed another qualified individual as our acting reactor manager; therefore, Mr. Simpkins' 3
license is no longer needed.
