Dear Sir:

The enclosed package contains Revision 9 of the Physical Security Plan (PSP) for the University of Florida Training Reactor. Only two small sections on one page of SOP-P.1 are involved; this change is responsive to discussions with Ms. O. Masnyk of Region II on July 23, 1985 and in official response to the request to change Section 4.1 as transmitted in a letter dated July 30, 1985 from Mr. Roger Walker, Region II Director, Division of Reactor Projects.

The changes involve only Sections 4.1 and 4.2 on Page 4 of SOP-F.1 ; the effect of the changes are to remove the apparent but unintended implication in Section 4.1 that we were not subject to the applicable reporting requirements of 10 CFR 73.71. As explained to Ms. Masnyk, the only intent was to document that public disclosure of our Physical Security Plan is not required. There-fore, the change to Section 4.1 and to Section 4.2 involves simply stating that details of the Physical Security Plan and of SOP-F.1 are protected from public disclosure pursuant to 10 CFR 2.790(d). Since the change does not change the original intent of the SOP, we have labeled it as a Technical Change Notice within the SOP-F.1 but we will treat it as Revision 9 to our Physical Security Plan to maintain plan continuity. This treatment and the change were approved by our Safety Review Subcommittee on September 6, 1985.

As explained above, these changes do not reduce the security level repre-sented in the current UPTR Physical Security Plan. If there is need for fur-ther information, please let us know.
