Dear Sir:

The enclosed package contains Revision 3 pages for the UPTR Safety Analy-sis Report dated January, 1981 submitted as part of our relicensing ef fort.

Revision 3 consists of two parts. Part I consists of changes to two pages per-taining to Radiation Monitoring relative to the Environmental Monitoring Sys-tem. Part II consists of Appendix 15G to be added to the SAR Chapter 15 Safety Analysis to address Wigner energy storage and UPTR graphite fires. Because of the changes in Parts I and II, two further page changes are necessary; Page ix of the outline of the UFTR Safety Analysis Report is changed to list Appendix 15G and Page xiv updating the titles of the List of Figures is changed to re-flect the change in the title of Figure 12-9 in Part I.

UFTR SAR Revision 3 Part I pertaining to Radiation Monitoring affects only Pages 12-20 and 12-21 of the existing SAR. These changes are not con-sidered to af fect the capability of the Environmental Monitoring System to perform as designed nor to impact the UFTR Safety Analysis as outlined below. ,

First, a mispelling of quarterly is corrected in the first paragraph on j Page 20 in Section 12.3.4.1 and then the misplaced second paragraph from Sec- '

tion 12.3.4.3 is moved to Section 12.3.4.1 where it properly references radia-tion monitors.

Second, the existing specific reference to UFTR SOP-D.3 in the first paragraph of Section 12.3.4.4 is incorrect. The reference should be to SOP-D.1 but better would be to refer generally to the D-Series of standard operating procedures, all of which address radiation protection and control. Revision 3 makes this correction.

l Third, the fourth paragraph of Section 12.3.4.4 is changed to reflect en-vironmental monitoring done with " radiation monitoring devices" versus film badges. Since TLDn are superior to film badges for these applications, this change allows the use of TLDs without continuing the requirement for film badges. In addition, the revised section refers to Figure 12-9 as showing ty-pical locations for radiation monitoring devices versus giving specific loca-tions as if they are required. Finally, the entity collecting the film badges is no longer specified to be UPTR staff since either Radiation Control or UFTR staff may collect these radiation monito-ing devices. ,

All of these changes for Revision 3, Part I have been fully reviewed by UFTR Management and the Reactor Safety Review Subcommittee and are not considered to relax the requirements for assuring protection of the health and safety of the public nor are they considered to impact the UPTR Safety Analysis. In addition the changes are not considered to involve any un-reviewed safety question per 10 CFR 50.59.

Revision 3, Part II is submitted as a result of an NRC inspection of our facility conducted on February 18-21, 1986 and as cited in Inspection Report No. 50-83/86-01 as Inspector Followup Item IFI 083/86-01-04. As requested in the Inspection Report and committed in our reply, the UPTR licensee has com-mitted to evaluate the storage and potential release of Wigner energy in the UFTR graphite since such energy storage and release is not addressed in the existing UFTR Safety Analysis Report. To minimize SAR page changes, the Wigner Energy evaluation is added along with a list of specific references as Appen-dix 15G of the existing UFTR Safety Analysis Report. The contents of Appendix j 15G have also been reviewed by UFTR Management and the RSRS and are not con-sidered to have changed the safety evaluation of the UFTR. Since graphite fires and Wigner Energy Storage are considered in the Safety Evaluation Re-

. port, Appendix 15G does not represent an unreviewed safety question.

I To assure completeness of the UFTR Safety Analysis Report, Page ix of the Table of Contents is changed to reflect addition of Appendix 15G. In addition, Page xiv of The List of Figures is changed to reflect the changed title for Figure 12-9 on Page 12-21.

The enclosure consists of:

1. Three (3) signed originals and nineteen copies of this letter of transmittal.
2. Twenty-five (25) copies of the attachment showing how to insert Re-vision 3 containing Parts I and II of Revision 3 to the UFTR Safety l Analysis Report as well as the changed Page ix of the outline of the l UFTR SAR and Page xiv of the List of Figures of the UFTR SAR.  !
