1 Re: Facility License R-56, Docket Number 50-83 University of Florida Training Reactor (UFTR) Technical Specifications, Section 6.6.3, Paragraph (1), requires reporting a significant change in the UFTR facility organization involving Level 1,2 or 3 personnel responsible for the management and operation of the reactor facility.

Though not directly part of the UFTR facility organization, we are reponing a significant change in the campus radiation control function that interacts with Level 1 personnel, in order to facilitate communications with the Commission.

Effective September 27,1996, Dr. F. Eugene Dunnam has been appointed to replace Mr. Joseph Barron as the new Chairman of the University Radiation Control Committee (URCC) for the University ofFlorida. Though not considered to be required to be reported within 30 days as for I significant UFTR organization changes per Tech Spec 6.3.3(1), nevenheless, this change is reported for information purposes per previous recommendations from Region II. Dr. Dunnam has been a long time member of the URCC and has an extensive understanding of the University radiation safety needs.

Although the URCC Chairman is not directly part of the organization responsible for the management and operation of the UFTR, the UFTR Organization Chart (Figure 6.1 in the Tech Specs) shows the URCC Chairman at a level interacting with Level 1, receiving input from Level 2 (Reactor Safety Review Subcommittee of the URCC) as well as giving input to the RSRS \g and to the Radiation Control OfIicer who is at Level 3 in the area of radiation control and protection on the university campus.
