Gentlemen:

The enclosed package contains Revision 5 to the approved UFTR Essergency Plan.

In addition to the changes summarized below, a number of typographical errcrs

.l have been corrected without further discussion.- Otherwise, Revision 5 has two

component parts which have been reviewed by UFTR management and the Reactor Safety Review Subcommittee (RSRS) to assure Revision 5 does not decrease the effectiveness of the UFTR Emergency Plan. All the changes are considered minor in nature.

First, Revision 5 consists of a set of updates and minor corrections to six l

pages (3-3, 3-4, 3-5, 7-1, 7-3, 11-1) in the body of the Emergency Plan. The changes on the first four pages all involve changes in the names and organi-zations with the State of Florida and Alachua County with responsibilities relative to UFTR radiological emergencies.

On Page 3-3, the last sentence in Section 3.3 is updated to reference the proper emergency authorities. The_

i reference to the " Civil Defense Office of Alachua County" becomes the "Alachua County Emergency Planning Office" while the reference to ties to the " State of Florida Bureau of Disaster Preparedness" becomes the " Florida Department of Community Affairs, Division of Emergency Management".

Similarly, on Page 3-3 the reference to the Civil Defense Office is updated in'Section 3.4.

On Page

3-4, the same updates of references to the Civil Defense Authority and the Bureau of Disaster Preparedness are updated in Section 3.4.4 and at the end of the first Paragraph in Section 3.5.

Similarly, on page 3-5, the reference to "Alachua County Civil Defense" in the UFTR Emergency Organization chart in Figure 3.2. changed to "Alachua County Emergency Planning Of fice." Finally on Page 7-1, the first paragraph of Section 7.1.1,' the reference to "Alachua County Civil Defense Office" is changed to "Alachua County Emergency Planning Office" and the reference to the State-of' Florida " Civil Defense office, Bureau of i

Disaster Preparedness and the Department of Health and Rehabilitative Services" i

is updated to the State of Florida " Department of Health and Rehabilitative Services and the Florida Department of Community Affairs:(Division of Emergency Management)".

.U.S. Nuclear Regulatory Commission January 12, 1990 Page 2 On Page 7-3 in Section 7.2.1, a ref erence to the " red" telephone in the Decontamination Room (Emergency Support Center) is corrected to reference simply a " telephone". There was never any special color or other designation to this telephone and there is no reason to do so.

Finally, on Page 11-1, a new Security Response Procedure (UFTR SOP-F.8, "UFTR Safeguards Reporting Requirements") is incorporated in the list of such procedures primarily for completeness.

It is also noted that SOP-F.8 is not withheld from public disclosure.

Second, Revision 5 consists of a set of updates and corrections which have been made to the three(3) Emergency Implementation Procedures contained in Appendix

.111'of the Emergency Plan.

In SOP-B.1 (Radiological Emergency) changes have been made in Section 7.1.1.1.2 and 7.1.1.1.3 on Page 3 to address evacuation from the two separate sections of the downstairs annex and in the Instructions for Radiological Emergencies on Page 9 to address how best to contact the Reactor Manager and the Radiation Control Officer.

In SOP-B.2(Fire) the corrected reference to the Counting Room as-Room 106 NSC (not 109 NSC) has been incorporated on Page 3.

In SOP-B.4 (Flood) changes have been made to add l

Section 3.3.3 on Page 2 to define better what is meant by implementation of SOP-B.4 and on Page 3 to add Section 5.3 to list the UFTR Emergency Plan as one I

of the reference documents'for SOP-B.4.

In addition, changes have been made to Section 7.1.1 on Page 3 on SOP-B.4 to update the telephone numbers and designations of sources that can be contacted for weather forecast information l

in the event of potential flood condition.

l As indicated, all changes have been reviewed by UFTR management and by the Reactor Safety Review Subcommittee to assure they do not decrease the effectiveness of the UFTR Emergency Plan.
