U.S. Nuclear Regulatory Comminion Pas-fi=1 Tech Spec Violation -
Region II Faihare of PC Flow Une Return 101 Marietta Street, N.W., Suite 2900 h
- 1=nts, GA 30323 Attention: Stewart Ebneter, Regional Admini*ator Re: University of Florida Training Reactor Facility License: R-56, Docket No. 50-83 As per the telephone conversation of June 12,1995 with Mr. Ed McAlpine relative to a failure of the primary coolant flow line return sensor discovered on June 9,1995 with repair on June 12,1995, we have concluded this occurrence is a potential abnormal occurrence and a potentially reportable occurrence per UFTR Technical Specifications, Section 6.6.2 delineating requirements for special reports. The RSRS Executive Committee has not yet met; however, UFTR management has recommended NRC notification as per Section 6.6.2 of the UFTR Tech Specs as a potentially promptly reportable occurrence. Initial evaluation indicates a piece of debris prevented functioning of this sensor for which other redundant sensors were in place and operable. It should be noted that the reactor has not been run since this problem was noted; repair is now complete but the reactor will not be operated until the Safety Review Committee has reviewed the event and concurs.
Sincerely, i
