Dear Sir:

The enclosed package contains Revision 8 of the Physical Security Plan (PSP) for the University of Florida Training Reactor. In reviewing the PSP during and following the recent NRC Security Inspection conducted on June 14-25, 1985, we discovered several minor discrepancies. On June 25,1985 it was

discovered that the fuel inventory in Section 27, Page 27-2 " Justification for CAA Inspection Schedule" had not been updated to include fuel received from UCLA in August, 1982. The corresponding pages in Section 3 had been properly updated in Revision 7 dated December 1, 1983. As the review progressed we have updated the inventory in Section 3, Pages 3-1 and 3-2 to reflect burnup since December, 1983 as woll.

Two other sections containing Security Response Procedures (Section 24 and Section 25) required extensive updates. Since there are now a number of additional UFTR Security Response Procedures to better delineate required re-sponses in various areas, these are included in Sections 24 and 25 retitled as noted in each attachment. Although these procedures are all changed from those contained in the previously submitted Security Plan, they represent a better delineation of required responses as per the PSP and do not involve any reduc-tion of commitmente contained in the PSP.

Finally, Page lii of the Table of Contents is changed to reflect the changes in Sections 24 and 25.

As a result of this review, a change is made to the Physical Security Plan pursuunt to 10CFR50.54(p); six copies of the changes (Revision 8 dated July 10, 1985) are enclosed for your information and review. As a result of these changes, the PSP is updated to reflect current security requirements and implementation of the Physical Security Plan as delineated in the attachments to this letter.
