NOTICE OF VIOLATION l

' Georgia Power Company- Docket.Nos. 50-424, 50-425 Vogtle Electric Generating Plant License Nos. NPF-68, CPPR-109 ,

During the Nuclear Regulatory Conunission (NRC) inspection conducted on May 18-22, .1987, violations .of NRC requirements were identified. The violations involved (1)'fa11ure to classify a security event in accordance.with the Emergency Plan classification procedure, (2) failure to provide required training.to members of the emergency organization, and (3) inadequate Emergency Plan Implementing Procedure. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violation's are listed below:

10 CFR 50.54(q) requires that nuclear power reactor licensees follow and.

maintain in effect emergency plans which meet the requirements of 10 CFR 50, Appendix E and the planning standards of 10_ CFR 50.47(b).

q Contrary to the above, the licensee failed- to classify the security event '

of May 13,1987 (suspected bomb device) as a security threat'and thus a -

condition for the Notification of Unusual Event. Actions which were taken by. plant personnel following the discovery of this device indicated that ,

- the device was considered a real security threat. -

4 Section 0.2 of the Vogtle Electric Generating Plant Emergency Plan states that all Emergency Response Organization (ERO) personnel shall be trained per Table 0-2 within the last 15 months. " Annual Training 'for ' EGP V ER0 Personnel."

Contrary to the above, all personnel expected to respond in the event of ,

an emergency have not been trained in accordance with the Emergency Plan training requirements. Training records for sixty-three personnel from i the Class 1 Sixty Minute Augmentation Call-out List were reviewed and five- 1 people had. not received the required training. In addition, one of the five people had not- received any of the specialized Emergency Response Organization training prior to inclusion on the list. Furthermore, two of

- the Shift Clerks . interviewed during walk-throughs had not received training for their position within the applicable time frame. The individuals lacking the required training held responsible positions in the emergency organization.

This is a Severity Level IV violation (Supplement VIII).

discussed in 10 CFR 50, Appendix E, Section IV.C and Appendix 1 of NUREG-0654.

Contrary to the above, the licensee had established and implemented a procedure (91001-C) for event classification which was inadequate _in that Figure 4 of the ' classification procedure _ contains initiating conditions  !

which are inconsistent with the initiating conditions in the Emergency Plan. Examples of the inconsistencies are as follows:

1. The loss of all offsite and all onsite AC power is listed under the j examples of initiating conditions for the Alert classification'in the )

licensee's Emergency Plan and Appendix 1 of NUREG-0654. However, j Figure 4 of the Implementing Procedure (91001-C) for event d classification lists this event as an example of a Site Area l Emergency.

2. Most of all alarms (annunciators) or indicators lost is listed as an i example of initiating conditions for the Site Area Emergency in the '

Emergency Plan and Appendix 1 of NUREG-0654. However, Figure 4 of the Implementing Procedure does not include this event under any of the four emergency classifications.

This is a Severity Level V violation (Supplement VIII). l Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including for each violation: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.
