o ENCLOSURE 1 NOTICE OF VIOLATION l

Georgia Power Company Docket Nos. 50-424, 50-425 l

Vogtle Units 1 and 2 License Nos. NPF-68, NPF-81 l

1 During an NRC inspecti.i conducted on August 29 - September 3, 1993, a violation of NRC requirements was identified.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," the violation is listed below:

Technical Specification (TS) 6.7.1.a, requires, in part, that written procedures be established, implemented, and maintained covering the activities in Appendix A of Regulatory Guide 1.33, Revision 2 (Rev. 2),

dated February 1978.

Regulatory Guide 1.33, Appendix A, Quality Assurance Program Requirements, Rev. 2, dated February 1978, lists, in part, procedures required for operation of safety related systems including atmospheric l

cleanup systems.

Licensee Procedure 54049-C, Safety Related Carbon Adsorber Operation Time Log, Rev. 2, dated March 17, 1992, requires, in part, that upon notification from Operations or other sources, a responsible individual is to record the sequential number, brief description of reason for-l start, start and stop times, total and cumulative run times, and the reading recorded at run time indicator for the applicable unit, if provided, on the log sheet for the Fuel Handling Building (FHB) engineered safety feature (ESF) ventilation units. Significant descrepancies between calculated run times and run time indicator are to be investigated and appropriate values are to be used for TS sampling purposes.

Contrary to the above, from March 26, 1992 through September 1, 1993, the licensee failed to log the operational data and investigate significant descrepancies in run times for approximately 50 and 60 operational events for Trains A and B, respectively, of the FHB ESF ventilation atmospheric cleanup system.

This is a, Severity Level IV violation (Supplement I).

j Fursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region II, and a copy ot the NRC Resident Inspector at the facility that is the subject of this Notice, wit'..in 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation:

(1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the 9310130154 931001 PDR ADOCK 05000424 l

If an adequate reply is not received within the time specified in this Notice, an order or Demand for Information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
