4 Il4CLQLURE 1 NOTICE OF VIOLATION Georgia Power Company Docket Nos. 50-424 and 50-425 Vogtle Units 1 and 2 License Nos. NPF-68 and NPF-81 During an NRC inspection conducted on November 30 - December 5, 1992, violations of HRC requirements were identified.
In accordance with the
" General Statement of Policy and Procedure for NRC Enforcement Actions,"
10 CFR Part 2, Appendix C, the violations are listed below:
A.
10 CFR 50 Appendix B Criterion XVI requires that measures be established to assure that conditions adverse to quality such as failures, are promptly identified and corrected. The measures shall assure that the cause of the condition is determined and corrective action taken to preclude repetition.
The identification of the condition-shall be reported to appropriate levels of management.
i Contrary to the above, on November 18, 1992 Vogtle EDG 1A failed to start during a routine surveillance test.
The failure was not considered valid, not promatly reported to management, nor corrective actions implemented.
Tae rout cause was not determined and corrective action was not complete until December 4, 1992.

This is a Soverity Level IV violation (Supplement 1).
B.
Technical Specification ~6.7.la requires that written procedures be-established, implemented, and maintained covering activities delineated in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978.
Regulatory' Guide 1.33, Revision 2, February 1978, Appendix A section.9 requires that-maintenance that can affect the performance of safety-related equipment should be properly pre-planned and performed in accordance with written procedures, documented instruction, or drawings.
Contrary to the above, Maintenance Work Order 19203033 performed mainte-nance on EDG 1A utilizing inadequate procedures.
The. procedures, 27598-C-and 27562-C were inadequate _in that they specified incorrect-acceptance.
criteria for EDG air start-valve cap:to piston clearances'and wear limits.
This is a Severity. Level IV violation (Supplement 1).
Pursuant to the provisions of-10 CFR 2.201, Georgia Power company is hereby-reouired to submit a written statement or explanatio_n to the U.S. Nuclear Regulatory Commission, ATTN:
Document Control Desk, Washington, D.C. 2 G 55 with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice,uithin.
30 days of the date of the letter transmitting this Notice of Violation
