6 ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-425 Vogtle Unit 2 License No. CPPR-109 L

During the Nuclear Regulatory Corm 11ssion (NRC) inspection conducted on August 22 - September 1,1988, violation of NRC requirements was identified.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2. Appendix C (1988), the violation is listed I below:

10 CFR 50, Appendix 8 Criterion V, Instructions, Procedures, and Drawings, as supplemented by Vogtle FSAR, Chapter 17 requires that activities affecting quality shall be prescribed by documented instruc-tions, procedures, or drawings of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, proce-  ;

Procedure GD-T-17 Housekeeping, requires that dures, or drawings.

permanent plant equipment be protected from damage by construction activities, ensure that materials are not stored on a piece of equipment and take appropriate measures to keep airborne contamination from the equipment.

Contrary to the above, on August 25-26, the inspectors identified bent sensing lines for instruments 2PDT5180 and 2PT1875; water dripping and i causing corrosion on the case and sensing line fittings for instruments 2FT152.2A and 2FT152120; and rags, paper towels and sand paper stored in junction box 2RBE524KSJ56.

This is a Severity Level IV violation (Supplement II).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit a written statement or explanation to the Nuclear Regulatory {

Commission. ATTN: Document Control Desk, Washington, DC 20555, with a copy to '

the Regional Administrator, Region !!, and a copy to the NRC Resident Inspector, Vogtle Unit 2, within 30 days of the date of the letter transmitting this Noti'e. This reply should be clearly marked as a "Reply to a Notice of Violation" and should include [for each violation): (1) admission or denial of the violation, (2) the reason for the violation if admitted. (3) the corrective l steps which have been taken and the results achieved. (4) the corrective steps [

which will be taken to avoid further violations, and (5) the date when full  ;

compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time. If an adequate reply is not received i within the time specified in this Notice, an order may be issued to show cause e i why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken.
