Units 1 and 2
During an NRC inspection conducted November 2. through December 13, 1997, a
deviation was identified from commitments you mada as part of the Updated
Final Safety Analysis Re> ort (UFSAR).
In accordance with the " General
Statement of Policy and procedure for NRC Enforcement Actions." (NUREG 1600).
the 'ieviation is listed below:
UFSAR. Revision 6. Section 46.3.9. Requirement 9 - Technical
Requirements Manual (TRM). states that technical requirements are
commitments. The TRM further states, that the document contains
recuirements, conditions for operation. associated action statements,
anc surveillance requirements, that will se used to support the
operating staff's compliance with the TRM.
TRM Section 13.8.1. Containment Penetration Conductor Overcurrent
Protective Devices. Surveillance Requirement 13.8.1.2 states that a
functional test shall be perwrmed on a re)resentative sample of g 10%
of each type of lower voltage circuit brea(ers every 18 months.
Contrary to the above, since initial startup of both Units 1 and 2. the
licensee failed to perform the 18-month surveillance testing on the
reactor coolant pumps 125-volt direct current non-1E control power
circuit breakers.
The NRC has concluded that information regarding the reason for the deviation,
the corrective actiord, taken arid planned to correct the deviation and prevent
recurrence is already adequately addressed on the docket in this inspection
report, and in License Event Report 50-424, 425/97-007. However, you are
required to respond to the provisions of 10 CFR 2.201 if the description
'
therein does not accurately reflect your corrective actions or your position.
In that case, or if you chose to respon), clearly mark your response as a
' Reply to a Notice of Deviation " and send it to the U.S. Nuclear Regulatory
Commission. ATTN:
Document Control Desk. Washington, D.C. 20555 with a copy
to the Regional Administrator Region II, and a co]y to the NRC Resident
inspector at the facility that is the subject of t11s Notice, within 30 days
of the date of the letter transmitting this Notice of Deviation (Notice).
