ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424

. Vogtle, Unit 1 License No. NPF-68 During the Nuclear Regulatory Commission (NRC) inspection conducted on L June 9 - July 7,1989. a. violation of NRC requirements was identified. In I accordance with the " General Statement of Policy and Procedure for NRC -

l Enforcement Actions," 10 CFR Part 2. Appendix C, (1988) the vsolation is listed

! below.

Technical Specification 6.7.1.a requires that written procedures be implemented covering activities delineated in Appendix "A" of. Regulatory Guide 1.33, Revision 2, February 1978.

l Operations Procedure 10001-C, Section 3.3, specifies Table 1 for inspection criteria when performing rounds. Paragraph 5.0 of 10001-C further states that the operator on duty is responsible for all charts in his area which includes assuring that the chart is operating properly.

Contrary to the above, on June 14, 1989, the NRC identified that improper control room rounds were being conducted. The findings include failure to verify proper operatien of the refueling water storage tank level channel 11 and containment pressure channel IV.

This is a Severity Level IV violation (Supplement 1).

This violation is similar to a violation issued February 10, 1989.

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby ,

required to submit a written statement or explanation to the Nuclear Regulatory l Commission ATTN: Document Control Desk, Washington, DC 20555,, with a copy to i the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, Vogtle, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a " Reply to a Notice of Violation" and should include: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved.
