NOTICE OF VIOLATION Georgia Power Company Docket No. 50-425 l Vogtle Electric Generating Plant License No. NPF-81  !

Unit 2 l During an NRC inspection conducted November 10. 1996 through December 21.

1996 a violation of NRC requirements was identified. In accordance with the  !

" General Statement of Policy and Procedure for NRC Enforcement Actions."

(NUREG 1600), the violation is listed below:

Title Ten Code of Federal Regulations Part 50. Ap)endix B.  !

Criterion XVI, requires in part, measures be esta)11shed to assure that-  ;

nonconformances are prom]tly identified and corrected. Request for  !

engineering assistance (REA) 96-VAA639. dated August 7,1996, indicated j that all Motor Control Center (MCC) panel door latches must be properly -

secured for the MCC to be within the envelope of its seismic j qualification.

i Contrary to the above, on December 5. 1996, adequate measures to assure that nonconformances were promptly identified and corrected were not established as evidenced by an inspection of safety related 1E 480 volt  ;

MCC Nos 2-1805-S3-2BBA and 2-1805-S3-2ABA. that revealed seven latches i not secured on MCC 2-1805-S3-2ABA and 34 latches not secured on MCC l 2-1805-S3-2BBA.  !

This _is a Severity Level IV violation (Supplement I)  :

Pursuant to the provisions of 10 CFR 2.201. Georgia Power Company is hereby  :

required to submit a written statement or explanation to the U.S. Nuclear -!

Regulatory Commission. ATTN: Document Control Desk. Washington. D.C. 20555.  !

with a copy to the Regional Administrator. Region II, and a copy to the NRC Resident Inspector Vogtle, within 30 days of the date of the letter l transmitting this Notice of Violation (Notice). This reply should be clearly l marked as a " Reply to a Notice of Violation" and should include for each l violation: (1) the reason for the violation, or, if contested, the basis for disputing the violation. (2) the corrective steps that have been taken and the results achieved. (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved. If an adequate reply is not received within the time specified in this Notice, an order or demand for information may be issued as to why the license should not be modified, sus) ended. or revoked, or why such other action as may be proper should not be tacen. Where good cause is shown, consideration will be given to extending the response time.
