EXECUTIVE SUMMARY VOGTLE NUCLEAR GENERATING PLANT NRC Inspection Report Nos. 50-424/99-01 and 50-425/99-01 This routine, announced inspection was conducted in the area of plant support by a regional Safeguards inspector and select personnel from the Office of Nuclear Reactor Regulation.

The specific area evaluated was the Physical Security Program for Power Reactors.

The licensee's access control equipment, perimater intrusion detection system, closed

-

circuit television camera assessment, and tested response strategy met the requirements outlined in the Physical Security Plan.

A violation of regulatory requirements was identified in that the licensee failed to have

select response officer (s) positioned to interpose themselves between intruder (s) and vital equipment.
