e ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424 Vogtle 1 License No. NPF-68 During the Nuclear Regulatory Commission (NRC) inspection conducted on October 1-28, 1988 a violation of NRC requirements was identified. In accor-dance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is listed below.

Technical Specification 6.7.la requires that written procedures be implemented covering activities delineated in appendix "A" of Regulatory Guide 1.33 Revision 2 February 1978. Operations procedure 10001-C, section 3.0 delineates the general requirements for rounds sheets data recording. Operations procedure 14980-C, Diesel Generator Operability Test, paragraph 5.2.17, directs the operator to use procedure 11885-C, Diesel Generator Operating Log. Procedure 11885-C further directs the operator to take logs once every hour while the diesel is operating, notifying the Unit Shift Supervisor if a reading exceeds the normal band, and initiating a Maintenance Work Order to clean or replace filters when necessary.

Contrary to the above, on October 5, the NRC identified that improper log keeping and inadequate corrective action occurred with respect to the diesel generator fuel filter differential pressure. The findings include the following:

1. Failure to record fuel filter and oil filter data,
2. Failure to document and/or annotate out of specification fuel filter differential pressure,
3. Failure to notify the control room of abnormal readings, and
4. Failure to implement corrective maintenance in a timely manner.

This is a Severity Level IV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region !!, and a copy to the NRC Resident inspector, Vogtle, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a "Reply to a Notice of Violation" and should include [for each violation]: (1) admission or denial of the violation (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved. (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will 0812080006 881128 )
