, NOTICE OF VIOLATION I i

Georgia Power Company Docket No. 50-425 Vogtle Unit 2 License No. NPF-81 During the NRC inspection conducted on September 19 - October 23, 1993, a. l violation of NRC requirements was identified. In accordance with the " General i Statement of Policy and Procedures for NRC Enforcement Actions," 10 CFR  !

Part 2, Appendix C, the violation is listed below.

Technical Specification 4.0.4, Surveillance Requirements, requires that  !'

entrv into an operational mode or other specified condition shall not be.

made unless the surveillance requirement (s) associated with the Limiting i Condition for Operation has been performed within the stated surveillance interval or as otherwise specified. '

Technical Specification 4.0.5 states that the surveillance requirements I for inservice testing (IST) of ASME Code Class 1,2 and 3 pumps and I valves shall be applicable and shall be performed in accordance with l Section XI of the ASME i? oiler and Pressure Vessel Code as required by 10 ClR Part 50, Section 50.55a(g).

Technical Specification 3.7.1.2, Auxiliary Feedwater (AFW) System states )

that at least three independent steam generator auxiliary- feedwater pumps and associated flowpaths shall be operable including one steam turbine driven auxiliary feedwater (TDAFW) pump. This Technical Specification Limiting Condition for Operation is applicable in Modes 1, 2 and 3.

Contrary to the above, the licensee failed to perform a required TDAFW pump Surveillance Requirement associated with Technical Specification 3.7.1.2 prior to the entry of Unit 2 into Mode 2 on October 18, 1993.

The licensee subsequently performed surveillance procedure 14810, TDAFW Pump and Check Valve IST Response Time Test and Manual Initiating Handswitch TAD 0T, on October 19, 1993 and found the TDAFW pump to be inoperable.

This is a Severity Level IV violation and applies to Unit 2 only.

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit a written statement of explanation to the U. .s. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D. C. 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector Vogtle Nuclear Plant, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be l clearly marked as a " Reply to a Notice of Violation" and should include f or '

each violation: (1) the reason for the violation, or if contested, tha basis 9312140016 931117 PDR.

an order or demand for information may be issued as to why the license should

not be modified, suspended, or revoked, or why such other action as may be  !

proper should not be taken. Where good cause is shown, consideration will be  !

given to extending the response time. ,
