NOTICE OF VIOLATION

, Georgia Power Company Docket Nos. 50-424 and 50-425 l

Vogtle Electric Generating Plant License Nos. NPF-68 and NPF-81 Units 1 and 2 During an NRC inspection conducted August 18, 1996 through September 28, 1996.

violations of NRC requirements were identified. In accordance with the l " General Statement of Policy and Procedure for NRC Enforcement Actions."

l (NUREG 1600), the violations are listed below:

A. Technical Specification 6.7.1.a requires that written procedures be implemented for the activities identified in Appendix A of Regulatory Guide 1.33. Revision 2. February 1978.

i Regulatory Guide 1.33. Revision 2. February 1978 requires that l procedures defining authorities and responsibilities for safe operation l and shutdown be implemented.

Procedure 10000-C. Conduct of Operations, establishes the responsibilities of Operations Department personnel for conduct of plant l operations and requires that control room personnel be cognizant of the status of plant equipment.

Contrary to the above, on Se)tember 16, 17. and 18, 1996, control room operators failed to detect tlat valve 1-HV-8220. Reactor Coolant System Hot Leg Post Accident Sampling System Sample Isolation valve was in the l incorrect position. This condition existed for approximately 55 hours6.365741e-4 days <br />0.0153 hours <br />9.093915e-5 weeks <br />2.09275e-5 months <br />.

This is a Severity Level IV violation (Supplement I) (Unit 1 only).

B. License Condition 2(E) to License Number NPF-68 issued March 16, 1987 and License Number NPF-81 issued March 31, 1989, requires the licensee fully implement all provisions of the NRC approved 'Alvin W. Vogtle I Nuclear Plant Physical Security Plan." j l

l Paragraph 5.4.2.4 of the Physical Security Plan requires that designated l l vehicles inside the protected area not attended by an individual with '

unescorted access or a security officer as appropriate be secured to i prevent movement. Possession of the keys by an authorized individual or security officer or physical restraint of the vehicle accomplishes this objective.

Procedure 00653-C. Protected Area Entry / Exit Control. Step 4.4.8 states I that when a designated vehicle is left unattended in the protected area, l the keys shall be kept by an authorized individual.

Contrary to the above, on August 26, 1996, an unattended designated vehicle was identified inside the protected area, with the keys in the ignition.

This is a Severity Level IV violation (Supplement III).

transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation, or, if contested, the basis for ,

disputing the violation. (2) the corrective steps that have been taken and the results achieved. (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved. If an adequate reply is not received within the time specified in this Notice, an order or demand for information may be issued as to why the license should not be modified, sus) ended, or revoked, or why such other action as may be proper should not be tacen. Where good cause is shown, consideration will be given to extending the response time.

Because your res)onse will be placed in the NRC Public Document Room (PDR) to the extent possi)le, it should not include any personal privacy 3roprietary, or safeguards information so that it can be placed in the PDR witlout redaction. However, if you find it necessary to include such information, you should clearly indicate the specific information that you desire not to be placed in the PDR..and provide the legal basis to support your request for withholding the information from the public.
