ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424, 50-425 Vogtle Units 1 and 2 License No. NPF-68, NPF-81 During the NRC inspection conducted on June 27 - July 31,1993, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, l the tiolation is listed below. l Operating License Paragraph 2.G, for Units 1 and 2, states that Georgia Power Company shall implement and maintain in effect all provisions of ,

the approved fire protection program as described in the Final Safety  !

Analysis Report (FSAR) for the facility.  !

Technical Specification 6.7.1.h. requires that written procedures shall be established, implemented and maintained covering Fire Protection Program Implementation.

Procedure 92000-C, Fire Protection Program, states that the Fire  ;

Protection Program is managed and implemented through the use of fire l Protection, Administrative, and Training Procedures.

Procedure 92015-C, Use, Control and Storage of Flammable / Combustible Materials, provides guidelines for the appropriate handling and use of )

transient combustible material inside and outside of the Protected Area <

and within critical areas and safety related areas of the plant. I 1

combuca permit for a flammable liquids storage cabinet located in a safety rd ated building. The cabinet contained flammable / combustible liquids in quantities which exceeded those allowed without a permit and I also contained aerosols which are not allowed to be stored with other flammable / combustible liquids.

This is a Severity Level IV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit a written statement of explanation to the U. S. Nuclear

, Regulatory Commission, ATTN: Document Control Desk, Washington, D. C. 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector Vogtle Nuclear Plant, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for

each violation
(1) the reason for the violation, or if contested, the basis l for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid

! further violations, and (4) the date when full compliance will be achieved.
