l ENCLOSURE 1 NOTICE OF VIOLATION:
Georgia Power Company Docket Nos. 50-424 and 50-425 -
j Vogtle Units 1 and 2 License Nos. NPF-68.and NPF-81 During the NRC inspection conducted on August 25 - September'28, 1990, a violation of NRC requirements was identified.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1990), the violation is listed below:
Technical Specification 6.7.la requires that written procedures be established,-implemented, and maintained covering activities delineated in Appendix A of Regulatory' Guide 1.33, Revision 2, 1
February 1978.

operation, shutdown, and procedures.-for performing maintenance.
Operations Procedure 13145-2, Diesel _ Generators, Rev. 10, Section 4.4.2, Emergency' Stopping Train A(B) Diesel Generator, provides the steps for securing the diesel generators from_an R
emergency start.
Contrary to the above, Procedure.13145-2, Diesel Generators, was inadequate, in that it did not provide adequate instructions to shutdown the diesel from an emergency start j
resulting in an inadvertent restartLof_ diesel generator 2B on September 15, 1990.
This is a Severity Level IV violat' ion (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Georgia' Power Company is-hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission,1 ATTN:
Document Control Desk, Washington, DC 20555, with a copy to the Regional' Administrator, i
' Region II, and if applicable, a copy to the NRC. Resident Inspector, within 30 days of'the date of the letter transmitting _this Notice'of Violation (Notice).
This reply should be clearly.' marked as a " Reply to a Notice of Violation" and should include for each violation:

be taken to' avoid further violations, (4).Ithe'date when full compliance will be achieved..
