Dear Mr. Perkins:

This is in response to your letter of April 3,1987, regarding airborne effluents from the Pilgrim Nuclear Power Station. In that letter you re-quested information regarding iodine releases, availability of records and measurement and calculation methods.

Iodine treasurements are made on a weekly basis during operation. These measurements were required in the mid-1970's and are also required today.

The licensee's Technical Specifications require that reports of these measurements be maintained for a period of at least five years. They are used as input for the Semi-Annual Radioactive Effluent and Waste Disposal Report.

This Semi-Annual Effluent Report is submitted to the NRC and a copy is placed in the local public document roon in the Plymouth Public Library (11 North Street, Plymouth, MA 02360).

The isotopic release information reported in the Semi-Annual Effluent Report is developed from measurements taken during effluent release. A small portion of the gaseous release stream is diverted and passed through a charcoal filter.

Periodically, this filter is then removed and analyzed. From this analysis, the utility is able to calculate the isotopic quantity of iodine released. There is not a uniform formula which NRC requires all licensees to use in making this calculation, but the licensees determine the iodine release employing formulae that are unique to the facility and the release path, flow rate, charcoal filter size, etc.

The methods used in this calculation have been evaluated by the NRC during the licensing process and found to be acceptable.

The NRC routinely inspects utility effluent release and sampling programs.

Additionally, the NRC reviews the Semi-Annual Effluent Reports.
