inadvisability of reducing the emergency planning zone (EPZ) from a 10-mile radius to 1 mile : outdated and unreviewed emergency plans.for the Commonwealth of Massachusetts and local communities, ed your concern that the safety of the" citizens be considered'before the Pilgrim p'lant is permitted to restart.
The date on your letter is May 1, 1987, but was not received by the NRC until after the postmark date'of September. 10, 1987.
- As you.may know-the NRC and the Federal Emergency Management Agency (FEMA)
J are the'two Federal agencies' assigned to evaluate emergency preparedness at
- and around nuclear power plants. The NRC~is responsible for assessing the.
adequacy of cnsite emergency plans developed by_the utility and for making t i,
.'overall safety judgments for.operat1on of~ nuclear plar.ts. FEMA is responsible for assessing the adequacy of offsite emergency planni g and advising NRC of
-their findingsfand for astisting State and local governments in the preparation i
of emergency *esponse plans.
In September 1986, FEMA began a self-initiated l

. review of.its previous finding of adequacy regarding offsite emergency planning
[
for the Pilgrim plant because of informationsreceived from local officials, the
?
H Commonwealth, and other interested parties. On August 6, 1987, FEMA issued to the NRC a report on its findings. The report listed six specific areas of concerns'in the Massachusetts emergency plans for the Pilgrim 10-mile emergency

' planning zone, including the lack of evacuation plans for public and private schools and day-care centers.
Subsequent to that report I understand that extensive efforts are now under-r way by the Commonwealth Knd the local governments within the 10-mile EP2, with 3
the assistance of the Boston Edison Company, to improve the offsite emergency
< g" response programs. These efforts include revision of the emergency plans of

the local governments, revisich of the Massachusetts Civil Defense Agency Area
~II plan as well as the Commonwealth's State-wide plan, the development of revised procedurn, the development and implementation of training programs for officials and emergency personnel, and the upgrading of Emergency Operation e
Centers.
In addition, Boston Edison is providing professional planners to assist the local governments and the Commonwealth in their efforts t'o improve ~
t the emergency preparedness program. Some training has beer.' conducted to date and training W il be continued after the new training program has been develnped.
