This; amplifies Dr. Murley's October 16,. 1987 response.to your letter of i
September 30, 1987 regarding~ overtime at Pilgrim.
We have the matters you

, discussed under review and will' inform you of our eventual conclusions.
We were informed on September 30,-1987 by Boston Edison that they had received the 'widely-distributed letter that you enclosed with your letter to us. Also, allegations-of excessive overtime have been reported in the press.
Because
.the allegations are now common knowledge, and because we expect licensees to -
1 be -able to properly. evaluate these types of ~ concerns, we have agreed " with Boston Edison that they should investigate the matters and make a report to j
us. 'We will then evaluate Boston Edison's actions.
Enclosed is a copy of our l
letter confirming that approach.
We do not anticipate that our review will
.f involve obtaining copies of all overtime documentation as you suggest, since
-those records are available for our review on-site and it is generally not our-practice to maintain duplicates of licensee records.
In deciding upon our approach to this concern, we had to ' consider.whether the allegations warranted immediate action on our part.
We concluded, based on our previous inspection activities and on the high amount of direct NRC inspection of worker performance of on going activities, that there does not appear to be the type - of worker fatigue that would necessitate immediate action.
However, our on-site inspector will continue to be alert to worker fitness for duty issues.
