Dear Ms. Dupuy:
I am responding to your note of November 10,, 1988, to then Vice President Bush, in which you express concern for your family's safety should Pilgrim Nuclear Power Station restart.
I hope that the information provided in this letter addresses your concerns about the safe restart and operation of Pilgrim.
On the basis of a thorough assessment of the management and technical issues that caused the shutdown of Pilgrim, the U.S. Nuclear Reguldtory Commission (NRC) staff proposed a phased restart of the plant. The Commission endorsed this proposal on December 21, 1988.
The Commission's action has not resulted in the immediate resumption of full-power operation at Pilgrim. Rather, the Commission has endorsed a deliberate, phased start-up program over a 4-to 6-month period, with augmented NRC over-sight. The NRC staff is closely monitoring the readiness of Pilgrim to safely return to service during this phased start-up program and submits formal reports to the Commission at each of six hold points. These reports address the management and technical issues (including emergency preparedness issues) that led to the shutdown of Pilgrim.
Pilgrim resumption of full power operations is dependent on the satisfactory demonstration of required improvements in operational safety and emergency preparedness and stringent compliance with NRC requirements during the phased restart process. Plant operations will continue to be closely monitored by the NRC staff to ensure that high standards of safety are met.
I believe that this phased restart, in compliance with NRC requirements and under NRC staff oversight, will meet our objective of protecting the safety and health of workers, the general public, and the environment during operation of the Pilgrim Nuclear Power Station.
