-e .s ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket Nos. 50-424 and 50-425 Vogtle Units 1 and 2 License Nos. NPF-68 and CPPR-109 During the Nuclear Regulatory Commission (NRC) inspection conducted on March 10 - April 17, 1987, a violation of NRC requirements was identified. The violations involved procedural controls. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is listed below.

Technical Specification 6.7.la requires that procedures shall be established, covering activities delineated in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978. Operations Procedure No. 14905-1, Rev. 6, "RCS Leakage Calculation - (Inventory Balance)" contains the methodology to calculate unidentified leakage.

Contrary to the above, on April 7, 1987, the NRC inspection identified that Operations Procedure No. 14905-1 had not been adequately established in that the procedure was not capable of calculating the unidentified leakage appropriately to determine if the acceptance criteria had been exceeded.

This is a Severity Level IV Violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby.

required to submit to this Office within 30 days of the date of this Notice a written statement or explanation in reply including for each violation:

(1) admission or denial of the violation; (2) the reason for the violation if admitted; (3) the corrective steps which have been taken and the results

. achieved; (4) the corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Where good ,

cause is shown, consideration will be given to extending the response time.
