SUBJECT: NOTICE OF VIOLATION
(NRC INSPECTION REPORT NOS. 50-424/87-27 AND 50-425/87-12)
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
Messrs, H. H. Livermore, J. F. Rogge, and R. J. Schepens on March 10 thru
April 17,1987. The inspection included a review of activities authorized for
your Vogtle facility. At the conclusion of the inspection, the findings were
discussed with those members of your staff identified in the enclosed inspection
report.
Areas examined during the inspection are identified in the report. Within these
areas, the inspection consisted of selective examinations of procedures and
representative records, interviews with personnel, and observation of activities
in progress.
The inspection findings indicate that certain activities violated NRC require-
ments. The violations, references to pertinent requirements, and elements to
be included in your response are presented in the enclosed Notice of Violation.
Another violation described in the enclosed Inspection Report is under
consideration for escalated enforcement action. Accordingly, no Notice of
Violation for this violation is being issued at this time, and no response is
required. However, please be advised that the characterization of the
violation described in the enclosed Inspection Report may change as a result
of further NRC review. You will be advised by separate corresdence of the
results of our deliberations on this matter. Additionally, an enforcement
conference has been scheduled for May 19, 1987, in Atlanta.
Your attention is invited to an unresolved item identified in the inspection
report. This matter will be pursued during future inspections.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the enclosure
will be placed in the NRC Public Document Room.
