', In a March 2, 1987 telephone call, Judge Bloch raised a question l

regarding the Staff's February 17, 1987 Response to CASE's Motion to 1

Compel (Staff Response). CASE's Motion to Compel asserted that there

' was a question as,to whether undisclosed Staff trend reports or analyses existed, centrary to the answers given by the Staff in 1982 in response fo discovery from CASE that any trend reports or analyses nobid be 3

published as part of regular Staff documents (e. .. inspection reports).

Judge Bloch asked the Staff to determine whet er t had any draft' trend

. reports or other draft. reports which assessed the adequacy of the

Comanche' Peak QA/QC ' program over a period of time, other than the

  • draft " trend analysis" which 'was identified in OIA Report 86-10 as having been deleted from an Inspection Report.

CASE's allegation regarding unreleased trend reports or analyses was referred by the Staff to the NRC's Office of Inspector and Auditor for whatever ' action it deemed appropriate.. See' Staff ' Response at 7, n.9.

In the. interim, the bffice of Special; Projects has queried Staff personnel in' resp,onse to Judge Bloch's request.

.s based upon an initial survey, has not identified any documents which contain a detailed assessment of the implementation of a specific QA

program element, parameter or the overall QA program over a period of time. The ' documents identifled by the Staff in this initial survey are '

listed in the attachment to the May 7, 1987 note. In order that the Staff's response to the Licensing Board's inquiry be as inclusive as

'l possible, the Staff's query to its personnel was phrased in broad terms.

Accordingly, the documents listed in the attachment to the May 7,1987 note may go beyond the Licensing Board's inquiry. In the course of conducting this survey, sdditional Staff personnel who may be aware of draft reports regarding QA programs were identified. The Office of Special Projects is currently contacting these individuals; the Licensing Board will be informed of the results of this additional survey.

Grimes, Director Comanche Peak Project Division Office of Special Projects FROM: LICENSING BOARD INQUIRY ON DRAFT STAFF REPORTS ABOUT COMANCHE PEAK QA/QC Your March 5,1987 note to me requested that we survey appropriate staff concerning their awareness of any undisclosed draft trend reports or draft reports written by the staff regarding the adequacy of Comanche Peak's QA/QC program. We've surveyed NRC staff who we thouaht might have knowledge of such material. In response to our survey, a number of documents were identified. A list of these documents is enclosed. Most of the documents identified pertain to drafts of inspection reports covering inspection of distinct QA proaram elements (e.a. Audit Procrams). None of the documents appear to contain a detailed assessment of the implementation of a specific QA proaram element, parameter or the overall QA program over a period of time.

We are proceedina to obtain a copy of the documents identified in the enclosure.

In conductina the survey, the names of other NRC staff who miaht be aware of draft reports regarding QA procrams were brouaht to our attention. We ,

plan to contact these individuals and will inform you of the results.  ;

2. Draft staff evaluations of the CPRT ISAPs that pertain to QA/QC program deficiencies. Final evaluations have not been issued as of the date of this memorandum.
3. Review of Region IV Systematic Assessment of Licensee Performance versus IE Assessment of Region IV Performance. This document was prepared by an NRC staff member and contained in the individual's office file.
4. Documents that were used as the basis for development of the " trend report" which was included in an early draft of Inspection Report 85-07/05. These documents are maintained on file at the Comanche Peak site.
5. Drafts of SSER 5. These documents contain some discussion of the results of CYGNA's review of CPSES QA/QC activities.
