TELEPHONE CONVERSATION WITH R. MICKEY DOW ,

Mr. Dow contacted Region IV inquiring about the following:

1. Why was the POR moved from Glen Rose? Doesn't the regulations require that the PDR be within a certain distance, 50 miles of the licensed facility?
2. Regarding ownership of Comanche Peak, Did TV indicate that there was minority ownership participation? Did NRC license CPSES with that ,

agreement understood? r

3. Regarding the Pam Chris, air tunnel event, at CPSES, -Why was this event not reportable to NRC?
4. Have there been any-subpoenas issued for me?
5. Can you give me any information regarding the Bausemer setticment
6. What about a March 12 event at CPSES, where valve nipples were cut off and personnel were exposed?

No. I was discussed with the Joe Gilliland, RIV PA0. No requirement exists for a PDR to be within a certain distance of the licensed facility. NRC encourages  !

the placement of PDRs, however, cannot require that any entity take on that responsibility. The reason the PDR was relocated from Glen Rose Library to the i library at UT Arlington was because space at Glen Rose had become a problem, and UTA agreed to take the responsibility for the PDR.

No. 2 was discussed with W. Brown, Regional Counsel. No requirement exists for minority ownership of any utility. NRC OGC reviews all applications for possible anti-trust issues. Minority ownership can occur and is encouraged but not required.

No. 3 was discussed with T. Reis and B. Latta. W. Johnson of Region IV evaluated the event, and signed an affidavit that the event was not reportable. TV evaluated the event and determined the event was not reportable to NRC although the NRC was advised.

l Regarding Nos. 4 and 5, I advised Mr. Dow that I was not aware of any subpoenas that were issued for him, and I also was not aware of any information regarding Mr. Bausemer.

Additionally, I advised Mr. Dow that I would provide information to him regarding the wind tunnel event and the March 12 event. However, I advised Mr. Dow that to my knowledge no one was contaminated or exposed as a result of the March 12 event.

NRC RELOCATES LOCAL PUBLIC DOCUMENT ROOM FOR COMANCHE PEAK '

TO UNIVERSITY OF TEXAS-ARLINGTON LIBRARY The Nuclear Regulatory Commission has relocated the local public document ,

room for the Comanche Peak Steam Electric Station from the Glen Rose-Somervell County Library, in Glen Rose, Texas, to the library at the University of Texas-Arlington, 701 South Cooper Street, Arlington, Texas. It is located on the second floor of the library building with other government documents.

NRC decided to move the collection because the library at Glen Rose lacked l adequate space to maintain the approximately 150 linear feet of material. The '

collection now located at the UTA Library not only contains documents and correspondence related to Comanche Peak, but it also has microfiche copies of all NRC regulatory documents made available at the main NRC public document room in Washington, D.C. , since January 1981.

This file of more than a million records includes documents on other nuclear power plants and the proposed high-level waste repository near Yucca Mountain, Nevada. Additionally, the library Ms a computer terminal linked to the NRC public document room data base which can be used for document searches.

Equipment is available to make copies of microfiche documents.

The library is open on the following schedule: 7 a. m. to 11:45 p. m.,

Monday through Thursday; 7 a. m. to 6 p. m., Friday; 10 a. m. to 6 p. m.,

Saturday; and 1 p. m. to 11 p. m. , Sunday. Summer hours may vary slightly.

Interested parties in the Arlington area may contact the local public document room directly by telephoning Mrs. Pamela Morris at the library at (817)273-3000, extension 4968. Those outside the local public document room area may address requests for records to the main NRC public document room at 2120 L Street, N.W., (Lower Level), Washington, D.
