SUBJECT:
TELEPHONE DISCUSSIGH WITH COMANCHE PEAK ALLEGER On April S. 1991, a telephone discussion was held with Mickey Dow regarding the statements he had made earlier that day by telephone to other mcmbers of >
the regicnal staff in regard to his ability to penetrate the CPSES protected l area (PA) boundary and gain access to the control room. Also present for the !
discussion was Mike Murphy, Russ Wise, and Ron Caldwell. j Mr. Dow clarified that his client, who worked at CPSES during the past year :
installing security equipment, claims that he can penetrate the PA boundary l because he is aware of security camera locations and observed other claimed !
vulnerabilities at the site. This individual particularly noted a manhole !
cover outside the PA that be believes could be used to penetrate the PA !
boundary. (Ron Caldwell stated that this cover is welded shut and only {
provides access to security equipment instrumentation.) ;
Questions were asked by regional staff regaraing possession by either party of safeguards information, such as drawings or plans of security systems at CPSES. Dow stated that he had none and that, to his knowledge, his client also had none.
