This week members of the Comanche. Peak Project Division and I met at the o

~

site for the purpose of finalizing OSP's schedule for Comanche Peak and to reach a position regarding the adequacy of the licensees' verification programs with. respect to plant design and construction. ~We also' attended the Prehearing Conference on schedular motions for the upcoming hearing. The a following is highlighted for your information. 4

1. The staff now has a comprehensive schedule for completing the activities necessary to, license Comanche Peak. This schedule, which is focused on meeting the licensees' current fuel load re'adiness date of August 1988, will be ready for release to all interested parties in approximately two weeks. We will provide you and the Commissioners a copy of our schedule at that time. The schedule will also be updated from time to time.

?. The staff is prepared to conclude that the licensees' programs for validating design and construction are acceptable, with some relatively minor conditions. We plan to hold a public meeting in Dallas within the next few weeks regarding these programs and will offer the interveners the opportunity to comment on the adequacy of-the programs'before finalizing the staff position. We expect to be able to issue the staff position by mid-December.

3. At the Prehearing Conference, the Licensing Board (ASLB) preliminarily adopted the staff's proposed schedule for the upcoming hearing, with minor revisions, subject to comment by the parties. The schedule is based upon certain licensee submittals. Because of the need to ellow limited discovery on these submittals, the staff believes the hearing

- will not start before mid-March 1988. Estimated duration of the hearing i

is six to eight months not including the time needed by the ASLB to reach a decision.

. Victor Stello, Jr.. 4. The ASLB made an important finding at the.prehearing conference regarding how it intends to view the licensees' historical QA program. The ASLB indicated that it intenced to assume, unless shown otherwise during the hearing, that there was a historical breakdown in QA/QC at Comanche Peak.

Accordingly, the ASLB indicated that any reliance on the historical QA/QC would be carefully examined by the Board.
